to be present at a luncheon party given by the *Institut

Colonial' on Rovember 19 in honour of Monsieur Wrenne, taking

good care to explain the reason for his refusal in the press.

4. At this luncheon party, which was attended by Monsieur

Perrier, Minister of the Colonies, and by Monsieur garrant,

Minister of the Interior and a former Governor General of

Indo-Chine, Monsieur Varenne did his best to clear himself

of the sccusations brought against him. He declared that

the great majority of the native poɔulation in Indo-China

and, in particular, the Annamites, fully recognised the

necessity of collaborating with the French, They realized

She need for French protection and were aware that they

could not stand alone and that without French guigance

they would soon lose all the benefits which western civili-

sation had brought to them. At the same time, however,

this native povulation demanded an increasingly important

share in the government of the country and it was with a

view to satisfying this demand that several of his recent

in Indo-China was perfectly calm in spite of all the dis-

orders which were going on in the Far East, and he insisted

that there was no risk of any trouble taking place in the
